I live in a ground level condo. My heating system needs to be repaired. The pipe that needs to be changed goes up to the attic to the unit above mine. The unit above me is a rental and is currently vacant. The owner is aware of the problem and refuses to have the pipe in her unit repaired, so that I can turn my heat on. Is there anything legally that I can do to get this issue resolved?
